Don't do the crime if you can't pay the fine

Farmers and ranchers often have to spend time and money cleaning up their property after other people throw their garbage on the farmer’s property. Game refuges and recreation areas have the same problem.
In addition to trash bags of household garbage being strewn about, furniture and appliances have also become a problem.
Landfills charge for the deposit of garbage and these large items, so city residents are finding it easy to get rid of them by simply dumping them in the country.
A bill in the 2011 North Dakota Legislature, HB 118,8 imposes a $200 fine for anyone littering on private land, game refuges and recreation areas.
Lawmakers hope the fine will be a deterrent. NDFB supported the bill.
